Guidelines of the general office of the state council on promoting steady growth of building materials industry, adjusting structures and increasing benefits

Building materials industry is an important raw material industry. In recent years, the scale of China's building materials industry has been expanding, the structure has been gradually optimized, and the capacity for innovation, green and sustainable development has been significantly enhanced, which has played a positive role in economic and social development and improvement of people's livelihood. However, due to the slowdown in economic growth and insufficient market demand, the growth rate of the building materials industry has slowed down, its efficiency has declined and its differentiation has intensified. The cement, plate glass and other industries are suffering from severe overcapacity. Some products that meet the needs of production and consumption upgrading are in short supply. In order to implement the decisions and arrangements of the CPC central committee and the state council on promoting supply-side structural reform, promoting steady industrial growth and building a manufacturing power, and promoting the transformation, upgrading and healthy development of the building materials industry, the following opinions are hereby put forward with the consent of the state council:
I. general requirements
(1) guiding ideology. Fully implement the party's 18 large and 18 class 3, 4, and fifth plenary session of the central economic work conference spirit, in accordance with the "five one" the overall layout and the "four comprehensive strategic layout, firmly set up and implement the innovation, the coordination, the development of the green, open, sharing ideas, to catch the excess capacity, structure distortion, the key problems such as disorderly competition, on the supply side JieChangBuDuan, reduce excess capacity, pushing joint restructuring, improve the environment for enterprise development, strengthen enterprise innovation ability, expanding new, green building materials production and application, actively carry out international cooperation capacity, optimize the industrial layout and structure, Effectively improve the quality and efficiency of building materials industry.
(2) basic principles.
Stick to market dominance. We will give full play to the decisive role of the market in allocating resources, use market forces to reduce overcapacity, optimize the supply structure, increase effective supply, and promote the survival of the fittest.
Adhere to the enterprise main body. We will stimulate the vitality and creativity of enterprises, give full play to the exemplary role of leading enterprises, and innovate business models and formats. We should respect the principal position of enterprises and allow them to make decisions independently and participate in joint reorganization voluntarily.
We will continue to give policy guidance. We will improve fair, open and transparent market rules, strictly enforce mandatory standards for environmental protection, energy consumption, quality and safety, and cut overcapacity in accordance with the law and regulations. We will improve support policies to strengthen the endogenous driving forces for development of industries and enterprises.
Adhere to overall coordination. Give full play to the joint efforts of departments, innovate the working mechanism, and strengthen the coordination between industrial policies and relevant policies. We will optimize the industrial structure, support emerging industries, and upgrade the overall development of the building materials industry.
(3) objectives and tasks. By 2020, another batch of cement clinker and flat glass production capacity will be reduced, and capacity utilization rate will return to a reasonable range. The production concentration of cement clinker and plate glass in the top 10 enterprises is about 60%. The deep processing level of building materials products and the proportion of green building materials products have been steadily improved. The quality level and supply capacity of high-end products have been significantly enhanced. The profit margin of cement and plate glass industry is close to the industrial average level, and the total profit of the whole industry has achieved positive growth.
Second, to reduce excess capacity
No new production capacity is allowed. By the end of 2020, it is strictly prohibited to put on record or build new cement clinker and flat glass construction projects that expand production capacity. Before the end of 2017, the production capacity replacement of cement clinker and flat glass between enterprises with different actual controllers will be suspended. For projects approved or put on record after the issuance of the guideline of the state council on resolving the serious overcapacity problem (issued by the state council [2013] no. 41), those that fail to carry out capacity replacement in accordance with the regulations and lead to new production capacity shall be seriously investigated and punished, and the land, environmental protection, quality inspection and other departments and financial institutions shall not support them. For cement projects that violate the regulations before the issuance of document no. 41 [2013], without joint announcement, confirmation or explicit treatment by the ministry of industry and information technology and national development and reform commission according to local conditions, the production license shall be suspended, and those that have been accepted shall not be approved. In case of outdated equipment, process, illegal production capacity or elimination of production products, they shall not be accepted or approved. It is necessary to rely on the existing new dry method cement clinker production line to carry out the transformation of non-expansion capacity for the cement projects that use cement kilns to coordinate the disposal of municipal solid waste or hazardous waste, calcium carbide slag and other solid waste associated cement projects. In the new industrial glass project, if the melting furnace capacity exceeds 150 tons/day, the existing flat glass production line should be relied on for technical transformation. Strictly prevent the construction of new cement clinker and flat glass production capacity projects under the name of coordinated disposal and industrial glass development.
We will eliminate outdated production capacity. Where the discharge of pollutants fails to meet the requirements or exceeds the total volume of pollutant discharge, successive penalties shall be imposed on a daily basis; If the circumstances are serious, the violator shall, with the approval of the people's government with the power of approval, be ordered to suspend business or close down. If the energy consumption exceeds the limit, the rectification shall reach the standard within 6 months. If it is necessary to extend the time limit for rectification, the time limit of no more than 3 months may be extended upon application; Exceed the time limit still does not measure up to, shut down lawfully exit. To investigate and punish according to law the illegal ACTS of producing and selling cement products that do not conform to the national compulsory standard and producing and selling cement products without production license. If the product quality fails to meet the national mandatory standards, the company shall be investigated and punished according to law and ordered to stop production for rectification. If the product quality fails to meet the standards within 6 months, the company shall be shut down and withdrawn according to law. If the safety production standardization and safety production conditions fail to meet the requirements, it shall immediately stop production for rectification. If the rectification is not completed within 6 months or the rectification is still not up to the standard, it shall be shut down and withdrawn according to law. Production capacity of obsolete technologies and equipment using the industrial structure adjustment guidance catalogue (2011 edition) (amendment) shall be shut down and withdrawn immediately.
Promote joint reorganization. We will support competitive enterprises in setting up production capacity integration platforms, use market-based means to promote joint restructuring, integrate property rights or management rights, optimize the distribution of production capacity, and increase production concentration. We will optimize the allocation of production factors in combination with joint restructuring and technological transformation, and take the initiative to reduce excess production capacity that lacks competition. If the merger and reorganization of the building materials enterprise which has been approved does not involve relocation, the enterprise shall be exempted from on-site verification when the production license is applied for; After the acquisition and reorganization of the building materials enterprise that has been approved, if the name, production conditions and production capacity of the enterprise have not changed, the license shall be directly renewed after passing the product inspection. We will support enterprises in making innovations in business forms and business models in line with market demand, take the initiative to exit production capacity with high comprehensive costs and low production efficiency, and increase profitability. Pilot projects will be carried out where conditions permit, and support will be given to the cement and plate glass industries in their efforts to reduce excess production capacity through joint restructuring and other means, so as to lift them out of poverty.
(7) implement peak shift production. In the heating period of heating areas, the production of cement clinker (including calcium carbide slag) is fully piloted, the operation time of cement clinker device is shortened, the clinker production capacity in heating areas is reduced, and the superposition of cement clinker production emission and heating boiler emission is effectively avoided to reduce air pollution during heating period. Cement clinker plants in other areas should also be produced during the Spring Festival and hot summer days. For the flat glass production line which is not suitable for temporary suspension of production, it is suggested to reduce the load and limit the production rationally by a certain ratio through industry self-discipline.
